Natural Disaster but human-made tragedy

According Reuters, up to 250 people were injured on Sunday when a 6.0 magnitude earthquake destroyed buildings in Malawi's northern district of Karonga.
in Japan, this news was not known. I have just known from Mailing List of Africa Japan Associations.

although present natural disasters, some time we called them in the context of Climate Change, injured people and destroyed our lifeline, I think we should focus to the mechanism that makes people vulnerable.

please think!
if we had the early alert system to Tsunami or Typhoon in regional and national level, how many lives could we save?
if we could provide such information fairly, how many people did they run away before floods?

we always tend to say "it is main cause".
it is super easy to make one thing as wrong part.
it looks like easy to find out, because simple, easy and short example is super understandable.

we need to know what makes worse and what we should do.
for the purpose of doing that, we need to know the context of issues.
